ECMA and Oromia Sovereign Fund Held Discussions on Capital Market Participation

The Ethiopian Capital Market Authority (ECMA) has held discussions with senior officials of the Oromia Sovereign Fund on the fund’s potential participation in Ethiopia’s emerging capital market.

During the discussion, ECMA Director General Hana Tehelku emphasized that the fund’s broad investment capacity across multiple strategic sectors could play an important role in strengthening the national capital market, while also supporting its own institutional growth.

The discussions focused in particular on how enterprises under the fund could transition into public companies to raise long-term financing for expansion projects through the issuance of shares and corporate bonds.

The discussions also explored how the fund could diversify its income sources by investing its existing assets in credible securities as an institutional investor.

Capital markets development is a key component of the Government of Ethiopia’s
(GoE) Home-Grown Economic Reform Program and the 10-Year Development Plan
(2021- 2031). In line with this commitment, the Capital Markets Proclamation (No.
1248/2021) was adopted by the House of Peoples’ Representatives in June 2021, which
included the establishment of the Ethiopian Capital Market Authority (ECMA).
