ማለት እንደ ኢትዮጵያዊ መቆጠር የሚፈልግ ትውልደ ኢትዮጵያዊ የውጭ አገር ዜጋን ሳይጨምር በኢትዮጵያ ውስጥ የውጭ አገር ካፒታል በስራ ላይ ያዋለ ሆኖ የሚከተሉትን ያጠቃልላል፡-
